A Vision for National Energy

Attarat Power Company (APCO) was conceived to address one of Jordan's most critical challenges: energy dependence. Through a landmark $2.1 billion investment, APCO built and now operates a 470MW(net) power station at Attarat Um Ghudran, fulfilling a national vision for self-sufficiency.

2006 - 2010

The initial exploration, geological mapping, and concession awards that laid the groundwork for this nation-building asset.

The Journey Began with Mr. Munir Anisla, Founder & Chairman of Near East Investment (NEI).

2008 - 2010

NEI Energia (Enefit) JV signs project Development Agreement with Government of Jordan (GoJ). GoJ awards NEI - Enefit Oil Shale Concession Agreement.

Expansion of operations with global partners, advanced hydrogeological mapping, and pilot shale processing tests.

YTL Power International Bhd joins the project. Commence power plant & mine conceptual engineering.

2011 - 2012

Geological & hydrogeological surveys. 3D modeling & shale testing.

2012

Launch of EPC & Mining Tender. Commence EIA process. Pilot testing of Attarat Oil Shale.

2013

Grid connection legislative framework for solid fuels approved & SDK issues JORC Resource Statement. Commence PPA & EPC Contract negotiations.

Finalizing state agreements, securing massive international banking syndicates, and launching EPC notice to proceed.

2014 - 2015

APCO signed PPA & IA with MEMR & GoJ and EPC contract with GPEC. Commence engineering & financing due diligence. Detailed design for mine & infrastructure. SDK issues JORC Resource Statement.

2016

Signing of financing & Equity Agreements (Yudean joins the project).

2017

Chinese Government approval for Sinosure Guarantee. Financial Close on 16 March 2017; Notice to Proceed issued to EPC.

Heavy plant engineering, structural boiler assembly, and first high-voltage grid synchronization.

Synchronization of Unit 1 materialized with the national grid on 19 May 2021.

Commercial Operation

Achieved dual commercial operation for both Unit 1 & Unit 2, completing full facility operations and satisfying up to ~17% of Jordan's national electricity demand.

2022

First Unit successfully achieved Commercial Operation (COD) on 25 October 2022.

2023

The second Unit successfully achieved Commercial Operation (COD) on 26 May 2023, completing full facility operations.
